DISABLED DRIVERS - LEARNING TO DRIVE AT 16

I recently received an e-mail regarding disabled drivers - I have reproduced the mailing below which is self explanatory. I have left off the senders e-mail address as she  is not in a position to reply to questions and can confirm that the information stated is correct.

Hi
I was hoping you could post this message on your website for all to see, as it is important information for disabled drivers that the public and many motoring organisations do not seem to know.
If you are disabled and receive the higher rate disability living allowance, you are entitled to learn to drive from the age of 16 (as I did)This can be verified by the DVLA, but I even had trouble booking a theory test at 16 because the DSA didn't have this information. It is written in a few licence application forms, but realistically, who reads these before they consider driving at 17. By this time a disabled driver will have missed out on a year.
